丹东思凯电子发展有限责任公司 情况介绍 1.1、公司现状及发展历史 丹东思凯电子发展有限责任公司系是一个专门从事IC卡燃气表、水表、热量表等电子产品的研制、开发、生产，按现代企业制度建立的高新技术企业。现有成员160人。公司技术人员有着多年从事自动控制、检测仪、计算机应用和IC卡技术应用研究、设计、生产及开发经验，公司自1990年就开始从事IC卡预付费产品的开发研究，是国内最早从事IC卡应用技术研究的企业。目前丹东思凯公司是世界上唯一可全面生产1.6～100m3流量的IC卡燃气表、15～100mm口径的IC卡水表的企业。综合评价在国内外同行业居领先地位。 丹东思凯电子发展有限责任公司是由现任总经理倡导，联合五人创建发展起来的。原来他们都是在科研机构工作，随着市场经济的到来，国家大力提倡科研成果向商品的转化。这个产品于92年开始研制，93年获得了国家专利，94年已完成样机试验制作，并通过专家的鉴定。 丹东思凯电子发展有限责任公司现座落在中国最大的边境城市丹东鸭绿江畔，与我们的友好邻帮朝鲜隔江相望，公司进入丹东高新技术开发区，享受开发区和高新技术的税收优惠政策。 2、公司人力资源与管理 公司创建初期有五人组成，为了适应公司事业发展的需要，近几年又从社会上招聘了各种专业人才。公司的核心层人员团结、进取，有着强烈的事业心较高的业务素质，使思凯公司近几年得到长足的发展。 “提高产品质量，降低产品成本”是生产管理永恒的主题，我们将永远不懈的做出努力。 建立严格合理的规章制度，从产品的设计、原材料质量入手，到生产过程中工艺的执行严格贯彻以质量为根本，向管理要效益的基本原则。 公司坚持“以人为本”的原则，充分发挥每一位员工的能力，建立“公平、公开、公正”的激励机制，使公司每个人、每个部门都能高效率的工作，以发展公司为已任。 3、公司产品 公司产品已获得国家技术监督局颁发的生产许可证和国家防爆检测中心颁发的防爆合格证； 通过了建设部IC卡燃气表生产资质审查，并获得了建设部颁发的IC卡预付费燃气、供水、供热软件系统产品应用市场准入资格证； 产品已在国内30多个城市得到应用，用户数量近十万户，并有部分产品出口，已在英国、以色列、哥伦比亚、荷兰等国应用。 丹东思凯电子发展有限责任公司于1992年研制成功IC卡预付费软件收费管理系统，并用这套软件、硬件研制成了中国第一块IC卡预付费燃气软件嵌入式控制器，使我国成为世界上第三个生产IC卡预付费燃气表的国家（摘自国家建设部主编的《中国城市燃气科学技术》）。 1994年研制成功我国第一个IC卡预付费软件嵌入式控制器，1995年研制成功世界上第一块工业IC卡燃气表，1996年研制成功世界上第一块IC卡热量表。以上各项目都获得国家专利，我公司曾于1994年首次参加国际煤气燃气技术展览会，引起中外各届轰动。 自1992年起至今围绕着IC卡预付费表、软件及网络已获得了9项国家专利和3项计算机软件注册证书。 IC卡预付费燃气、供水、供热、供电四表控制器被国家科委、劳动部、国家技术监督局、国家外国专家局、工商总行列入国家级新产品，并颁发了“国家级新产品证书”。1996年被国家科委列入高科技新产品“国家火炬计划”，同年被国家科委、建设部等8部委列入国家“九五”8项重点产业化工程项目之一的“2000年小康城乡住宅产业化工程项目”。 1998年被国家知识产权局列为全国七项“促进专利技术产业化示范工程”项目之一。 丹东思凯电子发展有限责任公司是建设部关于IC卡燃气表、IC卡水表部、IC卡热量表部颁标准的主要起草单位。 公司的产品已通过鉴定，达到国际先进水平。尤其，经过测试对比，公司为美国IGM公司、法国schlumberger、以色列阿拉德公司、英国UGI公司配套设计的第四代IC卡预付费燃气表、水表，其性能优于国外同类产品，居国际领先水平，而价格远远低于国外同类产品。 Introduction of our Company 1、present situation Dandong Smart Card Electronic Development Co., Ltd. Is the technical enterprises especially to do research ,development and production in the IC card prepayment gas meter,water meter,heat meter according to the modern enterprises system. The company has 160 employees. Technical personnel in the company all have years of experience in research, design, production and development of automatic controllers, detection instruments, computer application, and smart-card application. The company began its development research of smart-card prepayment products as early as in 1990. It is the first company inside China that engages in the technical research of smart-card application. Presently this company is the only one in the world that is able to fully produce smart-card 1.6~100m3 flow gas meters, and smart-card 15~100mm diameter water meters. It is comprehensively evaluated as in the pioneer position of the same industry both at home and abroad. Dandong Smart Card Electronic Development Co., Ltd. was initiated by the present General Manager and was established by him and other five persons. They were originally in scientific research institute. As the coming of the market economy, the State Government encourages the transformation of the scientific results into commodities, so the research of the product began from 1992 and gained national patent in 1993. In 1994 the sample was finished and passed the scientific result authentication. Dandong Smart Card Electronic Development Co., Ltd. locates in Dandong, the largest Chinese bordering city, which faces D. P. R. Korea across Yalu River. The company is in the high-tech development zone and enjoys favorable tax policy provided by the zone government and because of its high-tech characteristics. 2、Manpower sources and management There were only 5 persons when the company was incorporated. To fit the demand of the business development, talented men of various specialties have been invited in. Thanks to the solidarity, enterprising and high diathesis of the kernel executives, the company has taken great progress in the last few years. “Improve quality and decrease cost” is the main theme in production management, for which we shall always make our best efforts. Strict and reasonable rules and regulations shall be set up and shall be carried out from designing, quality of raw materials to the whole process of the production, seeking benefit from management. The company keeps “Employee is the foundation” as the basic principle, to activate sufficiently the ability of every employee. Inspiriting mechanism of “equity, publicity and honesty” is set up to have every employee work with high efficiency and take the development of the company as his own duty. 3、Products The products of the company have obtained the production license issued by National Technical Supervision Bureau and explosion protection certificate by National Explosion Protection Testing Center. The products passed smart-card gas-meter production qualification test by the Ministry of Construction and obtained market acceptance certificate by the Ministry of Construction for smart-card prepayment gas, water, heating software system products. The products have been made into use in more than 30 cities and the consumers numbered nearly 0.1 million in the whole country. Some of the products have been exported and made in to use abroad in countries like Britain, Israel, Colombia, Holland, etc. In 1992, Dandong Smart Card Electronic Development Co., Ltd. developed smart-card prepayment software-charge management system, and on the basis of this software and hardware, developed the first smart-card gas prepayment software embedded controller in china. This made China the third country in the world that is able to produce smart-card prepayment gas meters. (Quoted from “China Urban Gas Science and Technology”). The first smart-card prepayment software embedded controller was developed in our country in 1994. The first smart-card industrial gas meter in the world was successfully turned out in 1995. The first smart-card thermal meter in the world was made in 1996. All of them have got national patent. In 1994 when we first time participated in the International Coal Fire Gas Fair, it brought about a great sensation among all circles in the world. From 1992, 9 national patents and 3 computer-software registration certificates have been obtained concerning smart-card prepayment meters, software and network products. Smart-card prepayment gas, water, heating and power four-meter controller has been listed as national level new product by Ministry of Science and Technology, Ministry of Labor, National Technical Supervision Bureau, National Foreign Specialist Bureau and Industrial and Commercial Bank of China. “National level new product certificate” was issued. In 1996 Ministry of Science and Technology listed it into “National torch plan” as a new high-tech product. In the same year, Ministry of Science and Technology, Ministry of Construction and other 6 other ministries and commissions listed it into “Year 2000 easy town-housing industrialization project”, which is one of the 8 key point industrialization projects of “the 9th 5 Year National Plan”. In 1998 National Intellectual Property Bureau listed it as one of the seven national “Patent technology industrialization promotion example project”. Dandong Smart Card Electronic Development Co., Ltd. is the main drafter for Ministry of Construction on ministry standard of smart-card gas meter, water meter, and thermal meter. The products of the company have passed the appraisal, and reached international up-to-date level. Especially, the function of the forth generation smart-card prepayment gas meter and water meter, fitted to and designed for the companies of IGM from the USA, Schlumberger from France, Arad from Israel and UGI from Britain, was tested and compared. The result shows that it is better than that of the same kind of products abroad. It stands at the pioneer position in the world but the price is far lower than the same products abroad.
